SCLC leadership critical of State Attorney investigation "delay"

JACKSONVILLE, Fla. - The chairman of the Jacksonville Chapter of the Southern Christian Leadership Conference is accusing local prosecutors of dragging their feet in an investigation into the shooting death of a Springfield man.

Dr. Juan Gray hand delivered a letter to State Attorney Angela Corey's office outlining concerns over what he calls a delay in the investigation and filing decision by SAO into the death of Anthony Dwayne Harris.

Harris was shot several times by police in January 2013 after he allegedly got into an altercation with his 17-year-old son at his son's home on Pearl Street. According to police, Harris threw the teen into a china cabinet, which broke, and the boy's mother called 911.

According to police, there was a struggle outside the home as officers attempted to handcuff Harris. Harris allegedly attempted to grab one of the officers' guns, prompting Officer Scott Williams to fire seven shots. All of those shots hit Harris.

However, Gray challenges the police version of events. He claims Harris was unarmed and on the ground, several feet from any officer at the time of the shooting.

Gray is questioning why after seven months, the SAO still has not made a decision as to whether the shooting was lawful or whether Officer Williams should be prosecuted.

"The SCLC is very concerned with the delay by your office in concluding this investigation and in filing your written opinion as to the lawfulness of the shooting," Gray wrote. "This concern is heightened by the fact that Officer Williams is still working as a member of the JSO and patrolling the streets of Jacksonville despite shooting an unarmed man in the back with no apparent justification."

Gray proved the SAO with a deadline of September 11, 2013 to issue an opinion and release the reports relating to the officer involved shooting death of Harris.
